OFCCP Compensation Analysis Survey - by Dr. Jim Higgins

Dr. Patricia Shiu, Director of the US Office of Federal Contract Compliance Programs (OFCCP) stated that the Interpretative Standards for Systemic Compensation Discrimination established by the OFCCP under the Bush Administration in 2006 are to be rescinded. These guidelines, which were developed after considerable research and discussion, were built around the cornerstone of using Multiple Regression Analysis to determine whether observed differences in pay are due to discrimination or if they are actually explained by legitimate differences in job-related employee characteristics.

Senior Managing Directors Dr. Jim Higgins and Robert Newland at Affirmative Action Services are conducting a survey of federal contractors in order to help provide feedback to the OFCCP. Our goal is to foster a balance between the needs of the contractor community, the need for using the correct scientific methods, and the requirement that the OFCCP provide oversight to ensure that employees are paid in a fair and equitable manner.

We are inviting you to be a part of this study by completing an online survey. You can be assured that your identity and that of your employer will be kept confidential. Data will be presented in an aggregated fashion and at no time will it be presented so that a single organization or individual may be identified.

Those who participate in the survey will be invited to a private webinar where the results will be presented and discussed so that members of the contractor, scientific, and Affirmative Action community will have an opportunity to shape the final results.
